Most software hands you a blank template and calls it a JHA builder. Ours ships with 37 hazards — from elevated work and struck-by through crane operations and marine work — and every one of them already has a control written the way a safety professional would write it, plus a default severity and probability. Your foreman picks what applies. He isn't composing OSHA language on a tailgate at sunrise.

It checks whether the operator is actually qualified

Put a piece of equipment on the JHA, assign the operator, and HazProof looks up that man's training record. If his certification expired in March, it says so right there. He can still work if you decide he should, but a supervisor has to be the one to sign it, and that override is recorded with his name on it. That is the difference between a piece of paper and a control.

Revisions and end-of-shift close-out

Conditions change and the JHA changes with them. Every revision is kept, and the crew re-signs the version they actually worked under. At the end of the shift each man signs that he did the work the way it was written. When you need to show what the crew knew and when they knew it, it's all one record.
