This counts only the time spent handling the same information twice. It leaves out the expensive things — a claim where the JHA can't be produced, a failed inspection nobody followed up on — because those can't be estimated honestly. Nothing here is sent to us.
What this is counting
Only the time spent handling the same information a second time: retyping a JHA into a computer that was already written on paper, chasing a sign-in sheet, rebuilding a form somebody lost, and assembling documentation packages by hand. It doesn't count the time to actually do the safety work, because that time is well spent and isn't going anywhere.
What it doesn't count
The expensive things, because they're hard to put a number on honestly. One incident where the JHA can't be produced can cost more than every hour above put together. A failed inspection nobody followed up on. A general contractor who stops inviting you to bid because your documentation is always late. We've left all of that out, which means the number you get is the conservative one.
